Consolidation Planning
In July of this year, the California Technology Agency is asking agencies to submit their agency consolidation plans. This will begin the first year of a five year effort to save the state $1.5 billion through consolidation. The California Technology Agency divides consolidation candidates into three different categories as described in the Consolidation Reference Manual (pdf). The first category is program areas, mostly infrastructure, where we expect every agency and department to participate and contribute to the state's consolidation goal. We call these programs the "Core" candidates. The second category is program areas where agencies and departments, if they have good reason, can opt out of participation. These are called "Desired" candidates. The third category is program areas unique to agencies and departments, which have no statewide implications but may still be candidates for consolidation. These are called "Optional" candidates.
