On March 19, 2008, Governor Schwarzenegger appointed Christy D. Quinlan as Chief Deputy Director of Information Technology Services for the Office of the State Chief Information Officer. Prior to this appointment, Christy served as the Deputy Director and Chief Information Officer for the California Department of Health Care Services (DHCS or Department) Information Technology Services Division (ITSD) where she oversaw a support staff of nearly 400 employees with four Major Branches: Information Structure, Application Support, Project and Planning Management, and Information Security Office.
In her role at DHCS, Christy helped the Department set a vision "to bridge government and citizens through technology." This vision required the Department to strengthen its Information Technology (IT) infrastructure to provide healthcare services more accessible to Californians. In addition to being a visionary, Christy was an advocate for improving the security of electronic personal health information and individual privacy. Her vision and advocacy resulted in several IT projects that were completed on time and on budget. These initiatives have enabled DHCS to leverage on technologies to deliver viable services to Californians, and to comply with current federal and state laws such as the Federal Health Insurance Portability and Accountability Act, Federal Information Security Management Act, California Public Records Act, etc.
As an innovator, Christy spearheaded IT projects to redesign the Department's network to increase capacity, improve security, simplify the architecture and reduce costs. The policies and technologies that she implemented increased employee productivity, avoided millions of dollars in operating costs, and reduced the Department's liabilities.
Her award-winning staff has received such prestigious awards as the "Best of California: Demonstrated Leadership in Solving Business and Policy Problems through Security Technology" and the Electronic Commerce Council or eC3 "Project for Excellence in Government Transformation Using Technology: The California State On-Line Query Medicaid Modernization Act (Cal SOLQ-MMA)."
In March 2008, Christy was recognized by Government Technology Magazine as one of the "Top 25 Doers, Dreamers and Drivers," in the nation. Christy has been featured in such publications as Network World, GuardianEdge, CIO and the Wall Street Journal Online Magazines.
