BRM, Business Resource Model - A framework for describing state business operations independently of the agencies performing them. In 2007, the state began work on a Business Reference Model that will serve as the foundation for defining state government business functions and the delivery of services. The Business Reference Model is a high-level
representation of the vision, mission, goals and objectives that comprise the
strategic business of government. The current California BRM operates in four general areas.
- Services for Citizens - The Services for Citizens Business area describes the missions and purposes of state government in terms of the services it provides both to and on behalf of Californians. It includes the delivery of person-focused, public, and collective goods and/or benefits as a service and/or obligation of State government to the benefit and protection of the State's general population.
- Mode of Delivery - The mode of Delivery Business Area is tightly coupled with the Services for Citizens Business Area. It describes the mechanisms the government uses to acheive the purpose of government. In other words, the Mode of Delivery represents the vehicle by which State government delivers its services to citizens.
- Support Delivery of Services - Support Delivery of Services provides the critical policy, programmatic and managerial foundation to support Staet government operations.
- Management of Government Resources - Management of Government Resources refers to the support activities that enable the government to operate efficiently.
