Is your Department engaged in Business performance measurements? It would be helpful to list resources here that may be of value to all of us. As the business side moves toward performance measurements, there will be enterprise impacts on IT. Gartner has written extensively on this subject and the companion subject of Business Process Management, and both of these play nicely into Enterprise Business Architecture.
Department of Toxic Substances Control is doing some work toward this - contact Mike CAve mcave@dtsc.ca.gov. The effort is not well organized, though, and is not following best practices for organizational change management.
