CEAP, California Enterprise Architecture Program - CEAP develops, maintains and enables the implementations of California Enterprise Architecture. An enterprise architecture program allows for an integrated and cohesive approach to implementing technology initiatives. This facilitates efficiency and enhanced service. The CEAP is charged with developing a comprehensive Enterprise Architecture for the Executive Branch's IT program. The CEAP has released a number of documents since its inception in 2005. Primary among these is the CEAF, released July 15 2005. This document defines and end-to-end process to initiate, implement, and sustain an enterprise architecture program.

Part of this program occurs at the agency level. Some primary objectives of Agency IT programs are:

  • Supporting new services for Californians and businesses.
  • Enhancing information and IT security.
  • Reducing state operational costs.
  • Improving the reliability of IT infrastructure.
  • Enahncing human capital manangement.
  • Supporting state and agency priorities and business direction.


Beyond the CEAF, the CEAP has published numerous papers regarding the implementation of service-oriented architecture, SOA. The general outline of California's service oriented architecture is available in pdf form here. In short, businesses and individuals rely on regular, contact with the government. That contact is facilitated for all the diverse citizens of the state by organizing IT around a service-oriented architecture.
